The United Kingdom, Canada, Australia and Portugal recognized a Palestinian state on Sunday in a move borne out of frustration over the Gaza conflict and intended to promote a two-state solution.

▌英国

英国首相斯塔默通过社交网络宣布，英国正式承认巴勒斯坦国。斯塔默说，为了重燃巴勒斯坦和以色列人民和平的希望以及实现“两国方案”，英国正式承认巴勒斯坦国。斯塔默表示，加沙地带人为制造的人道主义危机和以色列政府不断升级的轰炸行动“完全令人无法容忍”，“必须结束”。

"Today, to revive the hope of peace for the Palestinians and Israelis, and a two-state solution, the United Kingdom formally recognises the State of Palestine," Prime Minister Keir Starmer said on social media platform X.

He condemned in a video announcement "the man-made humanitarian crisis in Gaza," adding that "tens of thousands have been killed, including thousands as they tried to collect food and water. This death and destruction horrifies us all. It must end."

斯塔默还表示，这一解决方案并非对哈马斯的“奖励”，而是意味着哈马斯将“没有未来”，不能参与政府，也不能参与安全事务。

▌加拿大

加拿大总理卡尼办公室发布声明宣布，加拿大现已正式承认巴勒斯坦国，并正与国际伙伴一道努力维护“两国方案”前景。

Canadian Prime Minister Mark Carney announced on Sunday his country had recognized a Palestinian state.

"Canada recognizes the State of Palestine and offers our partnership in building the promise of a peaceful future for both the State of Palestine and the State of Israel," Carney wrote on X.

卡尼说，以色列政府持续在约旦河西岸扩建定居点，正在破坏巴勒斯坦建国的前景。以方在加沙地带的持续行动已造成数万名平民死亡，并引发一场破坏性极强、本可避免的饥荒。以方这些行为都违反了国际法。

The current Israeli government is working methodically to prevent the prospect of a Palestinian state from ever being established. It has pursued an unrelenting policy of settlement expansion in the West Bank, which is illegal under international law, according to the statement.

Its sustained assault in Gaza has killed tens of thousands of civilians, displaced well over one million people, and caused a devastating and preventable famine in violation of international law, read the statement.

▌澳大利亚

澳大利亚政府21日发表新闻公报，宣布从即日起承认巴勒斯坦国。公报说，澳大利亚与加拿大、英国一道承认巴勒斯坦国，旨在为“两国方案”注入新的动力。随着巴勒斯坦民族权力机构履行改革承诺，澳方“将考虑采取进一步措施，包括建立外交关系和开设使馆”。

Australia formally recognizes the independent and sovereign State of Palestine, effective Sunday, according to a government statement.

Australia's recognition of Palestine, alongside Canada and Britain, is part of a coordinated international effort to build new momentum for a two-state solution, starting with a ceasefire in Gaza and the release of the hostages taken in October 2023, the statement said.



▌葡萄牙

当地时间21日，在葡萄牙国务部长兼外长兰热尔与联合国代表团签署相关宣言后，葡萄牙正式承认巴勒斯坦国。葡萄牙方面强调，此举是在加沙地带冲突持续、局势没有缓和迹象的背景下做出的。

"Today, the Portuguese State officially recognizes the State of Palestine," Portuguese Foreign Minister Paulo Rangel declared at the Portuguese UN mission in New York, emphasizing that the country believes a two-state solution "is the only path to peace."

葡萄牙总统德索萨21日表示，他全力支持葡萄牙政府正式承认巴勒斯坦国的决定，承认巴勒斯坦国对于葡萄牙而言事关良知和原则。葡萄牙始终支持巴以两国各自作为主权国家共存的立场，以解决两国之间的历史性冲突。

The Portuguese government's decision received full support from President Marcelo Rebelo de Sousa, who told journalists in New York that he "followed the entire process" and emphasized that Portugal "has always, with all presidents and all governments, defended this principle."

此外，法国、比利时等国预计将于本周在第80届联合国大会高级别会议周期间承认巴勒斯坦国。

针对近期多国陆续承认巴勒斯坦国，以色列总理内塔尼亚胡21日发表声明称，不会有巴勒斯坦国。他表示，近年来以色列在约旦河西岸的定居点数量已翻番，约旦河西岸不会有巴勒斯坦国。

多年来，巴勒斯坦建国进程受阻，但巴勒斯坦作为一个国家已得到广泛承认。自2023年10月7日新一轮巴以冲突爆发以来，以色列在加沙地带的军事行动已造成超过6.5万名巴勒斯坦人死亡，加沙地带陷入严重人道主义危机。在这一过程中，以色列获得美国支持，但在国际上日益陷入孤立，国际社会要求落实“两国方案”的呼声进一步加强。
