为整治恶意挑动对立、宣扬暴力戾气等负面情绪问题，营造更加文明理性的网络环境，近日中央网信办印发通知，在全国范围内部署开展为期2个月的“清朗·整治恶意挑动负面情绪问题”专项行动。

中央网信办有关负责人表示，本次专项行动聚焦社交、短视频、直播等平台，全面排查话题、榜单、推荐、弹幕、评论等重点环节，着力整治以下问题：

China's Office of the Central Cyberspace Affairs has launched a two-month nationwide campaign to curb divisive, violent and anxiety-inducing online content, aiming to promote a more rational and healthy digital environment.

The effort targets social media, short video, and live-streaming platforms, with tighter scrutiny of trending topics, recommendations, and comment sections.

挑动群体极端对立情绪

▌借社会热点事件强行关联身份、地域、性别等信息标签化、污名化炒作，挑动群体间矛盾。

▌借影视作品、脱口秀、体育赛事等话题，鼓动“饭圈”粉丝群体恶意拉踩、攻击、谩骂或者组织批量举报投诉等行为。

▌部分二次元群体、“喷系少年”组织煽动对立甚至“开盒”，或者教授买卖“开盒”技巧等。

The campaign seeks to stop attempts to incite group conflicts, such as exploiting social events to stigmatize identities or regions and provoke tensions. It also cracks down on the misuse of films and TV shows, talk shows or sports topics to spark fan group attacks, as well as online communities that spread antagonism or promote confrontational tactics.



宣扬恐慌焦虑情绪

▌恶意虚构散布灾情、险情、警情等可能影响公共安全的突发事件，伪造发布政府部门公告。

▌以“内幕消息”等方式，拼凑剪辑或者利用矩阵账号炮制传播经济金融、社会民生、公共政策等谣言信息。

▌虚构歪曲事件原因、细节、进展等，发布“阴谋论”等耸人听闻的信息。

▌编造“大师”“专家”等虚假身份、人设，围绕就业、婚恋、教育等领域“贩卖”焦虑带货卖课。

Authorities will also tackle content that fuels panic, including fabricated disasters, emergencies, and fake government notices. Rumors spread under the guise of "insider information", conspiracy theories, and false expert personas exploiting public concerns over finance, jobs, education, and relationships are key targets.

挑起网络暴力戾气

▌策划、演绎打架斗殴、恶意刁难等剧本，宣扬“以暴制暴”。

▌传播未经处理直接展示的血腥恐怖现场画面，或发布含有虐待动物、自残自伤等极端行为的刺激图片视频。

▌利用AI合成、视频剪辑、图片拼凑等手段，渲染美化暴力行为，制造猎奇惊悚氛围。

▌直播中以自残自虐、“打人挑战”、持械恐吓等噱头吸粉引流，组织线上约架，并实时直播双方线下侮辱谩骂、打架斗殴等场景。

Curbing violent and hostile content is another priority. This includes staged fights, revenge narratives, and graphic footage of self-harm or animal abuse. Officials will also act against the use of AI to glamorize violence and against livestreamed challenges or confrontations involving threats and assaults.

过度渲染消极悲观情绪

▌集中发布、片面鼓吹“努力无用论”“读书无用论”等绝对化、消极化论调。

▌恶意解读社会现象，片面放大负面个案，借机宣扬厌世等负面人生观。

▌通过炮制所谓热搜词、热门梗、表情包、语录段子等，过度自我矮化或者渲染颓丧消极负面情绪，引起跟风效仿。

The campaign further addresses content that amplifies pessimism, such as claims that express effort or education is meaningless, or distorted narratives promoting nihilism. Viral memes, quotes, and trends that encourage self-deprecation or depressive moods will be closely monitored.

中央网信办有关负责人强调，各地网信部门要严格对照工作要求，加强排查处置，从严处置处罚问题突出的网站平台、账号和MCN机构，督促平台做好落实整改，各网站平台要深入开展自查自纠，坚决堵塞问题漏洞，切实营造良好网络生态。同时，也鼓励广大网民和社会各界积极参与举报，共同抵制恶意挑动负面情绪等问题。

Local authorities have been urged to enforce the measures strictly, strengthen oversight, and penalize platforms, accounts and MCN agencies that break the rules. Platforms must conduct self-checks, close loopholes, and improve governance, while the public is encouraged to report harmful content to help build a safer online space.
