C，over有超过的意思，我们学校的人数超过600，这样讲合情合理。
选项A的less than是比较级，而这里不需要用个否定的比较级出现，不合理。

less than 修饰不可数名词，人是可数的（people单复数同形）
应该选over，也可以填more than/no fewer than等，在本题中选C
