香港公布2017年特首普选方案

Hong Kong’s government has unveiled its final proposal on the 2017 election of the territory’s next chief executive, sticking to the tight framework laid down by Beijing last year.

香港政府披露了2017年选举特区下任特首的最终提案,坚持北京方面去年确立的严格选举框架。

Under the blueprint, up to three candidates would face a public vote, but they would in effect be screened by a largely pro-Beijing nominating committee.

按照这份选举方案,最多三名候选人将面临公众的投票。不过,这些候选人实质上要由一个多数成员亲北京的提名委员会审查通过。

Yesterday’s announcement, which follows a consultation process in which more than 130,000 submissions were received, sparked anger among pro-democracy lawmakers, who have long vowed to veto the package, and has raised the prospect of renewed street protests.

在公布这一方案之前,香港政府曾开展过一轮公共咨询程序,收到逾13万份书面意见。昨天公布的方案在民主派立法会议员中引发了愤怒,他们早就誓言要否决选举方案。现在他们提出可能会举行新一轮街头抗议活动。

The blueprint strictly complies with principles introduced last August by Beijing, which sparked the Occupy protests that brought parts of Hong Kong to a standstill for nearly three months.

这一选举提案严格遵循了中央政府去年8月提出的原则。当时,这些原则曾引发“占中”(Occupy)抗议活动,令香港部分地段瘫痪了近三个月。

Under the new plan, candidates must first win support from at least a 10th of the 1,200 members of the nominating committee to qualify for the second round, the only concession made to pro-democracy candidates.

根据新的选举规划,候选人必须首先得到1200人的提名委员会中至少十分之一的支持,才有资格进入第二轮选举,这是对民主派候选人的唯一让步。

However, in the second round, candidates must win at least 600 committee votes to go forward to a final, public vote, virtually eliminating the possibility of a pro-democracy candidate progressing.

不过,在第二轮选举中,候选人必须获得至少600名提名委员会成员的支持,才有资格接受公众投票选举,这几乎消除了民主派候选人出头的可能性。

If pro-democracy lawmakers veto the blueprint at a vote expected to take place in June, the selection process for 2017 will remain as it is now, with the chief executive directly elected by the nominating committee.

如果民主派立法会议员在预计6月份举行的表决中否决了这一方案,2017年的特首选举将依照现有方案举行。按照现有方案,特首由提名委员会直接选举出来。

Carrie Lam, the city’s number-two official, urged pro-democracy lawmakers not to miss a “golden opportunity”.

香港第二号政府官员林郑月娥(Carrie Lam)敦促民主派立法会议员不要错过“黄金机会”。

The proposal faces stiff resistance from the territory’s pro-democracy lawmakers, who staged a walkout protest during Ms Lam’s presentation, chanting “No fake universal suffrage” and “We won’t accept it”.

这一选举方案面临特区民主派立法会议员的强烈反对。这些立法会议员在林郑月娥讲话期间退场抗议,并喊着“不要假普选”和“我们不接受”等口号。

“The government is just fooling you,” said Emily Lau, head of Hong Kong’s Democratic party.

香港民主党(Democratic)主席刘慧卿(Emily Lau)表示:“香港政府正在愚弄你们。”
