29日，“平安清华”微信公众号发布《关于严禁违规报备、违规载客入校的警示通报》。

Tsinghua University's official WeChat account released a notice on Monday addressing recent cases of unauthorized visitors and passenger transports into campus.



通报内容如下：

近期，学校发生多起校内人员违规报备、违规载客入校的情况，部分人员参与“黑导”“黄牛”活动牟利，严重扰乱校园秩序、影响校园安全。学校已联动公安机关，依法依规依纪对相关人员作出处理。现将典型案例进行通报，望全体人员引以为戒，遵守校园管理规定，共同维护平安和谐的校园环境。

The university said that faculty, staff, and students had colluded with illegal guides and scalpers to profit from unauthorized campus access. Authorities have imposed disciplinary and legal penalties, with several cases made public.

【案例一】一教职工与校外黑导勾连，通过违规报备方式组织团队入校参观并非法牟利，涉案金额大，被公安机关依法行政拘留10日。

根据学校相关管理规定，经研究决定，对该教职工予以解聘处理。

The first case involved a faculty member who was dismissed and detained for 10 days for colluding with an illegal guide to profit from false visitor reports.

【案例二】一教职工在网上发布招揽游客信息，其家属通过校内有证车辆搭载游客入校并非法牟利，涉案人数多，其本人及家属均被公安机关依法行政拘留7日。

根据学校相关管理规定，目前已取消其校园车证及家属入校权限，后续将依规依纪进行处理。

The second case involved a faculty member who solicited tourists online and, with family members, used a campus vehicle for profit; they were detained for seven days, and their campus entry rights were revoked.

【案例三】一学生在匿名交流平台看到预约入校研学的“求助帖”，后联系发帖人及自称研学机构工作人员的非法中介，为20余名校外人员违规报备入校并牟利；因预约系统数量限制，该学生还通过该平台招募“下线”，组织其他同学共同为校外人员报备入校并支付报酬。该学生牟利数额大，被公安机关依法予以行政处罚。

根据学校相关管理规定，该学生及其他涉事学生均被给予纪律处分，上缴违法所得，并暂停处分期内的报备权限。

The third case involved a student who facilitated unauthorized campus access for over 20 outsiders through illegal intermediaries for profit. Police imposed administrative penalties, and all students involved faced disciplinary actions, including confiscation of earnings and suspension of reporting privileges.

【案例四】一学生在大三期间受同学、好友等校外人员请托，为10余名与本人无直接关联的校外人员违规报备入校并牟利，后被查处。

根据学校相关管理规定，该学生受到警告处分，在处分解除前取消奖学金、荣誉称号、免试推荐研究生等的申请资格。该学生当年因此无法申请免试推荐研究生。

The fourth case involved a student who arranged unauthorized campus entry for more than 10 outsiders for profit. The student received a formal warning and lost eligibility for scholarships, honors, and graduate school recommendation that year.

为保障学校正常的教学、科研及生活秩序，现就人员报备、车辆载客入校事宜再次提示如下：

1.严禁违规报备：师生员工及校内居民（家属）应共同维护校园公共秩序，确保入校访客身份真实、来访事由合理、报备程序正当，并提醒访客遵守法律法规和校园管理规定。严禁为他人提供任何形式的有偿报备入校。

2.严禁违规载客：持有校园车证或已报备车辆不得搭载未报备人员入校；禁止任何车辆违规揽客、从事非法营运或有偿搭载校外人员入校。

To maintain campus order, Tsinghua reminded faculty, students, and residents not to submit false visitor reports or accept payment for arranging access.

Vehicles with campus permits cannot carry unregistered passengers, and all forms of paid or illegal transport into campus are strictly prohibited.

3.各单位须切实履行主体责任，强化对所属人员的教育管理，按照“谁主管、谁负责；谁审批、谁负责；谁报备、谁负责”的原则，督促所属人员严格遵守校园管理相关规定。学校将加大巡查和惩处力度，对违规行为“零容忍”，坚持“查实必处、处罚必严”。

4.国庆节、中秋节假期临近，校园参观将迎来高峰时期，校门将加强入校人员、车辆查验，并对持有校园车证的车辆及车上人员进行抽检，请配合工作人员查验；校内将举办校园志愿讲解活动，特别设置“铭史承志·强国复兴”红色主题路线，由学生志愿者讲解校园风物、讲述清华故事、弘扬红色文化，打造校园“实景课堂”。

5.学校不向任何机构或个人收取参观费用，请切勿轻信“黑导”“黄牛”等不实信息，以免造成财产损失。违法违规行为举报电话：62782001。

The university also emphasized strict accountability, noting that units are responsible for supervising compliance, and violations will face zero tolerance.

With the upcoming National Day and Mid-Autumn Festival holidays, campus entry checks and vehicle inspections will be strengthened.

Visitors are reminded that campus access is free and that illegal and rule-violating behavior should be reported via hotline 62782001.
