2023年12月，34岁的邓建国通过网络发布视频，质疑正在读小学的儿子的校服存在质量问题。同年12月13日，他被甘肃庆阳市宁县公安局网络安全监察大队以寻衅滋事为由行政拘留7天。

Local authorities in Gansu province have revoked a detention order and issued a formal apology to a father who was punished in 2023 after questioning the quality of his son's school uniform online.

9月2日，甘肃省庆阳市宁县公安局做出撤销行政处罚决定。约630天后，邓建国拿到了宁县公安局出具的撤销行政处罚决定书。



9月6日，南都记者致电邓先生得知，他已经收到宁县公安局出具的撤销行政处罚决定书。公安局向其道歉，表示此次事件为“工作上处理不到位”。邓先生表示：“就希望这件事尽快过去，我能得到一个清白（就好了）。”

Deng Jianguo, a 34-year-old father from Ningxian county, was detained for seven days in December 2023 after posting a video online questioning the quality of his young son's school uniform. Authorities accused him of "picking quarrels and provoking trouble".

On Sept 2, 2025 — nearly 630 days later — the bureau formally revoked the punishment. Deng confirmed on Saturday that he had received the decision, along with the apology, which acknowledged that the case had been mishandled.

此前报道，2023年，邓先生6岁的儿子涵涵入读盘克镇中心小学。收到校服后，他发现标签标注的成分是100%聚酯纤维，“摸起来感觉质量不太好，我没有看到质检报告，担心校服存在安全问题”。

多方沟通未果后，2023年12月，邓先生在网上发布了第一条视频《质疑校服质量安全和校服乱象谁监管》。数日后，他收到了质检报告，“报告显示校服面料成分为聚酯纤维94.9%和氨纶5.1%，与标签标注成分不符，且夏季校服棉含量低于国家标准，但甲醛含量没有问题”。

The dispute began in 2023 when Deng's six-year-old son started at a local primary school. He noticed the uniform label read "100 percent polyester" and said it "felt like poor quality". Without an inspection report, he worried about its safety.

After failing to resolve the issue with the school, he posted a video questioning oversight of uniform quality. A subsequent inspection found the fabric was 94.9 percent polyester and 5.1 percent spandex, inconsistent with the label, and that the cotton content of the summer uniform fell below national standards — though formaldehyde levels complied with regulations.

但邓先生仍对校服质量及质检报告存在疑问，于是再次发布视频《时至今日，问题校服仍然未被召回》。随后，兆春服装厂向宁县公安局报案，邓先生被行政拘留7天。

Still dissatisfied, Deng released another video criticizing the lack of a recall. The uniform's manufacturer then reported him to police, leading to his detention.

2024年1月，邓先生向宁县人民政府申请行政复议，但宁县人民政府维持原决定。2024年4月，邓先生向法院起诉宁县公安局和宁县人民政府，请求撤销处罚。一审法院认为，其发布质疑视频（含“存在甲醛等有毒物质与客观实际不符”内容），虽校服确有质量问题，但维权应通过正当途径，而非在网络发布不实信息等，最终驳回其诉讼请求。

随后，邓先生继续上诉。记者从二审法院出具的判决书中获悉，法院判决，撤销一审判决和宁县政府的行政复议决定，确认宁县公安局行政拘留决定违法，宁县公安局赔偿邓先生3237.08元。

In January 2024, Deng sought an administrative review, which the county government upheld. He later sued the local public security bureau and government, but a first-instance court ruled against him, saying he had spread "inaccurate information" online. Deng appealed, and a higher court overturned the decision, ruling the detention unlawful and awarding him 3,237.08 yuan in compensation.

针对上述问题，8月13日，中国新闻周刊记者先后联系了宁县公安局和宁县县委宣传部。“首先感谢你们关注这个问题，我们现在已经成立了工作专班，对这个事情进行全面的调查。”宁县县委宣传部一名工作人员告诉记者，目前该县已成立工作专班，重新梳理事发经过，全面启动调查追责。相关调查结果也将通过网络，向社会公开。

The county's publicity department said a special task force has been formed to re-investigate the case and pledged to release the findings publicly and hold those responsible accountable.
