A costly public art project in Lushan county, Henan province, has sparked renewed public outrage after a delayed investigation confirmed irregularities in its bidding process, inflated costs, and disciplinary actions against officials.

2023年8月25日，鲁山县“花费715万元修建牛郎织女雕塑”一事引发舆论关注。事件发生后，平顶山市委、市政府高度重视，迅速成立由市纪委监委牵头的联合调查组，进驻鲁山县对媒体和网民关注的有关问题进行全面调查核实。2023年9月8日，联合调查组将初步调查结果在全市有关会议上进行了公开通报，此后在全市和鲁山县有关会议上又进行了多次通报。2025年7月10日，相关媒体对鲁山县牛郎织女雕塑事件调查结果进行质询，再次引发舆论关注。本着实事求是原则回应社会关切，现将调查处理情况通报如下：

The 7.15-million-yuan "Cowherd and Weaver Girl" sculpture — a folklore-themed installation unveiled in August 2023 — drew immediate scrutiny for its exorbitant price tag and lack of transparency.

Following media pressure, a joint investigation team led by the Pingdingshan Municipal Commission for Discipline Inspection was formed to probe the project. The following are the key findings:

一、关于项目决策问题。经查，鲁山县委、县政府在雕塑项目动议、决策、实施过程中，存在决策不规范、监管不到位问题。2023年9月8日，由平顶山市纪委监委对负有领导责任的鲁山县委、县政府主要负责人进行批评教育，责令写出深刻检查；对负有直接领导责任的鲁山县分管副县长给予诫勉谈话处理。

Improper decision-making: Lushan county's Party committee and government were found to have violated procedures in approving the project. The county's top officials received disciplinary warnings, while a deputy county head was given a reprimand.

二、关于项目先建后招、价格虚高问题。经查，该项目在实施过程中，存在先建后招、围标串标、价格虚高问题。经聘请第三方工程咨询公司对该项目进行重新核算，核定结算造价为2071949.29元，并据此结算。依据调查结果，2023年8月29日，对在项目实施中存在失职失责、负有领导责任的时任鲁山县住建局主要负责人党某亮予以免职处理；2023年9月14日，对鲁山县住建局具体负责项目招投标的分管副职李某立案调査并采取留置措施，后给予开除党籍、开除公职处分，其涉嫌犯罪问题移交检察机关审查起诉，被判处有期徒刑三年，缓刑三年，并处罚金人民币20万元。对涉嫌围标串标的睿泽艺术（深圳）有限公司依法处理，2025年2月18日，该公司被判处罚金人民币30万元；该公司法定代表人马某雯，被判处有期徒刑六个月，缓刑一年；实际控制人马某亮，被判处有期徒刑一年，缓刑一年六个月；工作人员何某生，被判处有期徒刑十个月，缓刑一年，三人分别被处罚金人民币2-3万元。

Bidding violations and fraud: The project was constructed before bidding, with evidence of collusion and price manipulation. A third-party audit slashed the final cost to 2.07 million yuan, less than a third of the original amount. The former housing bureau chief, surnamed Dang, was fired. A deputy director, surnamed Li, was expelled from the Party and government, sentenced to three years (suspended) for graft, and fined 200,000 yuan. Shenzhen Ruize Art Co, the contractor, was fined 300,000 yuan for bid-rigging. Its executives received suspended jail terms and fines.
