连日来，充电宝安全事件引发广泛关注。6月26日，民航局发布紧急通知，自6月28日起禁止旅客携带没有3C标识、3C标识不清晰、被召回型号或批次的充电宝乘坐境内航班。

China's civil aviation regulator has announced a ban on power banks that lack valid 3C certification, have unclear 3C labels, or have been subject to product recalls, prohibiting them from being carried on domestic flights as part of efforts to enhance aviation safety.

The Civil Aviation Administration of China (CAAC) said in an emergency notice that the new regulation will take effect starting Saturday.



同日，有旅客表示，“其在上海虹桥机场安检时被告知罗马仕充电宝已不允许携带，安检处还贴出了图解。”此前，深圳、成都、长沙等地机场已明确禁止携带罗马仕、安克召回型号及批次的充电宝。

The ban has already affected travelers. Passengers at Shanghai Hongqiao International Airport reported being informed that Romoss power banks were no longer allowed, with visual warnings displayed at security checkpoints. Several other airports in cities such as Shenzhen, Chengdu, and Changsha have similarly banned Romoss and Anker power banks that have been linked to recent recalls.

社交平台上不少网友反映，自己的充电宝不允许带上飞机，网友分享的现场图片显示，成筐的旅客充电宝在机场被拦下，“没有3C标志的都上不了飞机”。

Social media users have shared images of large bins filled with confiscated power banks at airport checkpoints, noting that devices without 3C certification are not permitted on board.




民航局采取更严格的管控措施

民航局通知称，近期多个头部品牌充电宝厂家因电芯存在安全风险对多批次产品实施召回，国家市场监管总局撤销或暂停了多个充电宝及电池芯厂家3C认证。民航局决定在现行政策基础上，进一步采取严格的管控措施。

通知要求，各航司及其代理人应加强对充电宝起火冒烟事件的警示宣传，让更多旅客了解相关产品的安全风险和管控政策，积极引导旅客不携带不合格充电宝乘机。各机场要充分利用广播、动态显示屏等形式，在安检通道、值机柜台等醒目位置张贴宣传资料或增加提示环节，多场景密集宣传携带充电宝乘机安全风险及管控政策。

民航局在通知中强调，各机场安检部门要加强对旅客随身携带充电宝查验，严防旅客携带不合格充电宝乘机。各航司、机场要在安检现场增派工作人员，做好旅客的服务指引及解释工作。要合理设置旅客对充电宝的自弃、暂存区域，明确暂存手续和流程，为旅客自弃、暂存提供便利，提升旅客对政策的理解度和配合度。

Airports and airlines have been instructed to strengthen inspections and ensure passengers comply with the new regulations. Additional staff are being deployed to assist travelers and explain the updated guidelines, while designated drop-off or temporary storage areas are being set up for disqualified power banks.

6月24日，南方都市报记者联系了北京、上海、广州、深圳、武汉、成都、长沙等地机场，其中成都天府国际机场、深圳宝安国际机场、长沙黄花国际机场明确禁止携带罗马仕、安克召回型号及批次的充电宝，部分机场虽未禁止涉事品牌充电宝，但称“不建议旅客携带”，还有的机场表示，“需搭乘的航司开具放行单。”

知名充电宝品牌发布召回通知

此前，据法国航空事故调查局发布的3月20日杭州飞香港HX115航班起火事件的调查报告，起火原因是充电宝发生热失控，经确认，充电宝为罗马仕品牌，额定容量为20000毫安，符合航空公司允许随身携带的标准。

6月16日，罗马仕品牌官方发布召回通知称：召回2023年6月5日-2024年7月31日期间制造的部分罗马仕牌移动电源，三款产品共计491745台。由于部分电芯原材料来料原因，极少数产品在使用过程中可能存在过热现象，在极端场景下可能产生燃烧风险，存在安全隐患。

6月20日，安克创新也发布公告称：因部分批次的基础款移动电源产品存在安全风险，经监管报备，安克即日起主动对型号为A1642 / A1647 / A1652 / A1680 / A1681 / A1689 / A1257 的部分批次产品发起召回。该公司表示：已购相关产品的用户凭借订单编号、购买凭证（如订单发票），按照相关要求操作，可参与本次召回，“我们将为您邮寄保护袋，请将需要召回的产品装入保护袋，等待我们安排专业快递人员上门取件。”如产品非前述型号充电宝，则可以放心使用。

Both Romoss and Anker have recently issued recall notices. On June 16, Romoss announced the voluntary recall of 491,745 power banks manufactured between June 5, 2023 and July 31, 2024. The affected models reportedly contain battery cells that may overheat and pose a fire risk under extreme conditions.

Anker followed suit on June 20, recalling several batches of its basic portable chargers. The affected models include A1642, A1647, A1652, A1680, A1681, A1689, and A1257.

根据国家市场监管总局在官方公众号“市说新语”上发布的解释，中国强制性产品认证（China Compulsory Certification）简称“3C认证”，是我国按照市场化、国际化原则对涉及人身健康安全环保的产品实施的市场准入制度。根据《中华人民共和国认证认可条例》，凡列入强制性产品认证目录的产品，应当经过认证并标注认证标志后，方可出厂、销售、进口或者在其他经营活动中使用。

The China Compulsory Certification (3C certification) is a mandatory safety and quality standard for products that affect personal health, safety, and environmental protection. It is overseen by China's State Administration for Market Regulation (SAMR) and is required by law that products be listed in the compulsory certification catalogue before being produced, sold and used.

值得注意的是，由于从2024年8月1日起才开始强制要求进入市场的移动电源必须经过3C认证，这意味着，购买于该日期之前的移动电源可能会存在没有3C认证的情况。

目前，移动电源的3C认证主要依据GB 31241—2022《便携式电子产品用锂离子电池和电池组安全技术规范》和GB 4943.1—2022《音视频、信息技术和通信技术设备第1部分：安全要求》这两项强制性标准。对于移动电源来说，3C认证主要涵盖电气安全、电池安全以及环境保护要求。

在监管方面，从事锂离子电池和电池组、移动电源3C认证活动的认证机构以及与认证有关的实验室由国家认监委指定，指定认证机构、实验室名录及联系方式可在国家认监委网站“强制性产品认证专栏”查询。对于消费者来说，在选购产品时，可通过“中国质量认证中心”官网查询产品认证状态。

Certification bodies and testing laboratories involved in the 3C process are designated by the National Certification and Accreditation Administration. Consumers can check the certification status of a product via the China Quality Certification Center website.
