China's implementation of a universal two-child policy will impose higher requirements on pre-school education resources, resulting in a possible kindergarten shortage, according to a survey by China Youth Daily.
The universal two-child policy was put into practice since January 1 this year. The first group of children born after the enactment of the policy will be eligible for preschool education in 2019.
Ministry of education should allocate resources based on predicted numbers, integrate current education resources and improvethe quality of kindergarten teachers so as to relieve the pressure caused by the policy as well as guarantee the rights of eligible children to receive preschool education.
