韩国国会议长禹元植日前对日方近期在韩日历史、领土等问题上的言行表示担忧，要求日本展现真诚反省和负责任的态度。与此同时，日本媒体17日报道，韩日两国原计划于本月重启的联合搜救训练再度被搁置。

South Korea's National Assembly Speaker Woo Won-shik has raised concerns about Japan's perception of history.

The South Korean Navy has informed Japan that it will not participate in a joint search and rescue drill with the latter's Maritime Self-Defense Force (MSDF), which was scheduled for later this month.

禹元植16日在社交媒体上发文说，日方近期加速推进修宪将把日本转变成“能够发动战争的国家”，这令人担忧。这是动摇东亚和平秩序根基的行为，无论韩国还是其他周边国家都绝对无法容忍。绝不能忘记，如果没有真诚解决历史问题的努力，一切合作都只会是“空中楼阁”。

Woo also voiced concerns about recent moves by Japan to revise its so-called peace constitution, unacceptable to not only South Korea but also all neighboring countries, as it shakes the foundation of peace order in East Asia by transforming Japan into a war-capable country.

禹元植还说，继日本首相高市早苗近期公开发言宣称独岛（日本称“竹岛”）在历史上、国际法上都是日本领土之后，日本政府日前又追加开放了主张独岛等主权的“领土主权展览馆”扩建空间，“这企图向学生等下一代人植入错误认知，我对此表示强烈遗憾，并敦促日方立即将其关闭”。

In response to Japanese Prime Minister Sanae Takaichi's recent claim that Dokdo is Japanese territory historically and under international law, Woo said on social media that the Japanese government has expanded the so-called "territorial sovereignty exhibition hall," which asserts sovereignty over the Dokdo islets.

Since the opening of the hall in 2018, South Korea has continued to demand its closure, but Japan added an educational space to the hall recently in an apparent attempt to instill incorrect perceptions in future generations, he said.

独岛位于朝鲜半岛东部海域，面积约0.18平方公里。韩国、朝鲜、日本都宣称对该岛拥有主权。目前，韩国实际控制这一岛屿。

韩日联合搜救训练被搁置

日本共同社与《读卖新闻》17日援引日韩政府多名相关人士消息称，原定于本月举行的日本海上自卫队与韩国海军的联合搜救训练或将延期，双方正在就相关安排进行协调。

报道说，韩国空军飞机近日被曝在独岛（日本称“竹岛”）周边实施飞行训练，日本方面随即中止了在日本航空自卫队基地为韩国空军飞机提供加油协助，此举被认为对联合训练造成直接影响。

While the two countries are arranging to cancel the joint exercise, they aim to calm the situation and avoid escalating tension that could damage bilateral relations, the Yomiuri Shimbun reported, citing sources from both governments.

South Korea's withdrawal from the drill is believed to be related to Japan's cancellation of planned refueling support for South Korean Air Force planes at a Self-Defense Forces base earlier this month, the report said.

日韩原计划举行的联合训练以海上搜救为主要内容。此类训练自1999年至2017年曾举行过10次。2018年，韩国海军驱逐舰在执行搜救任务时，被日本方面指称该舰使用火控雷达“多次锁定”日本海上自卫队一架巡逻机，该事件导致此类联合训练之后被长期搁置。此次双方原计划重启此类联合训练，但当前再度面临不确定性。

The scheduled joint drill was intended as a chance for vessels from both countries to cooperate and confirm the sequence of rescue operations. Exercises like this were held 10 times between 1999 and 2017, but ceased after a 2018 incident in which a South Korean navy ship locked fire-control radar onto an MSDF patrol aircraft.
