日前，为确保大运会安全，深圳警方开展“治安高危人员排查清理百日行动”。100天里共8万余名“治安高危人员”被清出深圳。东莞警方称，深圳清查违法犯罪人员，不可否认会将部分高危人群“赶”至东莞。近期，广东东莞的街面接连发生几单性质较恶劣的案件，引发了东莞市民对于东莞治安的担忧。 请看相关报道： Ahead of the opening of Shenzhen's World 26th Summer Universiade, Shenzhen police bureau executed a campaign in April, ejecting about 80,000 "potentially unstable people" in a bid to secure social stability. 在深圳第26届世界大学生夏季运动会举行之前，为保证深圳治安稳定，深圳警方在四月份开展了一项行动，将8万余名“治安高危人员”清理出深圳。 在上面的报道中，potentially unstable people就是“治安高危人群”，深圳警方对“治安高危人群”的界定是“有前科、长期滞留深圳、又没有正当职业的（having a criminal record, staying in Shenzhen for a long time without a proper job）”；“在应当就业的年龄无正当职业、昼伏夜出、群众举报有现实危险的(having no proper job despite being of working age, hiding in the daytime and going out at night, being an unstable factor in the community according to public tip-offs)”；“肇事、肇祸的精神病人员，对他人有危害的（people with mental disease or causing public disturbance）”；“对群众安居乐业有现在或潜在危险的（posing a threat or potential threat to public security）”。 除了高危人群，还存在其他潜在的社会不稳定因素，例如ant tribe（蚁族）群体剧增，wealth gap（贫富差距）的扩大，price hike（物价上涨），corruption（腐败），high unemployment rate（高失业率）等。
