总台央视记者：中方已经发布美国总统特朗普来华进行国事访问的消息。能否进一步介绍此访具体安排和中方期待？

CCTV: My question is about President Trump’s state visit to China. Can you share more details about its program? What does China hope to achieve through the visit?

郭嘉昆：应国家主席习近平邀请，特朗普总统即将对中国进行国事访问。这是中美两国元首继去年10月釜山之后再次面对面会晤，也是美国总统时隔9年再次访华。习近平主席将同特朗普总统就事关中美关系以及世界和平与发展的重大问题深入交换意见。

Guo Jiakun: At the invitation of President Xi Jinping, President Donald Trump is set to pay a state visit to China later this week. The two presidents will yet again meet each other in person since their Busan meeting last October. This will be the first visit to China by a U.S. president in almost nine years. President Xi will have in-depth exchanges of views with President Trump on major issues concerning China-U.S. relations and world peace and development.

元首外交对中美关系具有不可替代的战略引领作用。中方愿同美方一道，秉持平等、尊重、互惠的精神，扩大合作，管控分歧，为变乱交织的世界注入更多的稳定性和确定性。

Heads-of-state diplomacy plays an irreplaceable role in providing strategic guidance for China-U.S. relations. China stands ready to work with the U.S. to expand cooperation and manage differences in the spirit of equality, respect and mutual benefit, and provide more stability and certainty for a transforming and volatile world.

凤凰卫视记者：据了解，第79届世界卫生大会将于5月18日开幕，台湾方面迄今没有收到与会邀请。请问中国政府对此有何评论？

Phoenix TV: The 79th World Health Assembly (WHA) will open on May 18. Taiwan has not yet been invited to attend. Does the Chinese government have any comment on that?

郭嘉昆：世界上只有一个中国，台湾是中国领土不可分割的一部分，中华人民共和国政府是代表全中国的唯一合法政府。在中国台湾地区参与国际组织，包括世界卫生组织活动问题上，中方立场是一贯的、明确的，即必须按照一个中国原则来处理，这也是联合国大会第2758号决议和世界卫生大会25.1号决议确认的根本原则。

Guo Jiakun: There is but one China in the world. Taiwan is an inalienable part of China’s territory. The Government of the People’s Republic of China is the sole legal government representing the whole of China. China’s position on the Taiwan region’s participation in the activities of international organizations, including the WHO, is consistent and clear. That is, this must be handled in line with the one-China principle, which is also a fundamental principle recognized by UNGA Resolution 2758 and WHA Resolution 25.1.

中国台湾地区在未经中央政府同意的前提下，没有任何根据、理由和权利参加世卫大会。台民进党当局顽固坚持“台独”分裂立场，导致台湾地区参加世卫大会的政治基础不复存在。为了维护一个中国原则，捍卫联合国大会及世卫大会相关决议的严肃性和权威性，中方决定不同意台湾地区参加今年世卫大会。任何违背一个中国原则、打“台湾牌”搞政治操弄的图谋都注定以失败告终。

China’s Taiwan region, unless given approval by the Central Government, has no basis, reason or right to participate in the WHA. Due to the DPP authorities’ persistent separatist stance, the political foundation for the Taiwan region to participate in the WHA no longer exists. To uphold the one-China principle as well as the sanctity and authority of relevant UNGA and WHA resolutions, China has decided not to approve the Taiwan region’s participation in this year’s WHA. Any attempt to play the “Taiwan card” for political manipulation in defiance of the one-China principle is doomed to fail. 

乌通社记者：俄罗斯总统助理乌沙科夫上周表示，在乌克兰从顿巴斯地区撤军前，美俄乌三方谈判毫无意义。中乌双方不断呼吁通过谈判解决冲突，中方如何评论俄方拒绝谈判的表态？

Ukrinform News Agency: Russian presidential aide Yury Ushakov last week stated that continuing trilateral negotiations in the U.S.-Ukraine-Russia format is pointless until Kyiv withdraws its troops from the part of Donbas under its control. How will China comment on Russia’s refusal to resolve the conflict throughout negotiations, which the Chinese side, and Ukraine the same, constantly calls for?

郭嘉昆：中方在乌克兰问题上的立场是一贯的、明确的。

Guo Jiakun: China’s position on the Ukraine issue is consistent and clear.



法新社记者：中美将在韩国首尔举行新一轮经贸磋商，外交部能否介绍更多细节？双方将就特朗普总统访华准备工作讨论哪些问题？

AFP: I was wondering if the foreign ministry could provide details on the U.S.-China trade talks in Seoul. What specific items will be discussed in preparation for Donald Trump’s China visit?

郭嘉昆：中方主管部门已就此发布了消息。具体情况建议向其进行询问。

Guo Jiakun: The department responsible has released information on that and I’d refer you to them for anything specific.

法新社记者：美国国务院上周五以涉嫌为伊朗相关军事行动提供便利为由，对三家中国企业实施制裁，称其向伊方提供卫星图像，助伊对美发动袭击。在特朗普总统本周访华背景下，中方对美方此次制裁有何评论？

AFP: On Friday, the U.S. State Department sanctioned three China-based satellite companies for enabling Iran’s military operations, including providing imagery assisting Iran strikes against the U.S. What is China’s comment on this, especially in the context of Donald Trump’s visit here this week?

郭嘉昆：中方坚决反对没有国际法依据、未经联合国安理会授权的非法单边制裁。我们一贯要求中国企业依法依规开展业务，将坚定维护本国企业的正当权益。

Guo Jiakun: China firmly opposes illicit unilateral sanctions that have no basis in international law or the authorization of the UN Security Council. The Chinese government always asks Chinese companies to operate in accordance with laws and regulations. We will firmly protect Chinese businesses’ legitimate rights and interests.

关于伊朗局势，中方已经多次表明严正立场，当务之急是全力避免战端重启，而不是借战事恶意关联抹黑他国。

As to the Iran situation, we have made clear our position on many occasions. The pressing priority now is to prevent by all means a relapse in fighting, rather than exploit the situation to throw mud at other countries.

印尼安塔拉通讯社记者：东盟峰会于上周闭幕，会议呼吁制定具有法律约束力的“南海行为准则”，该准则需符合包括《联合国海洋法公约》在内的国际法。菲律宾总统马科斯在新闻发布会上表示，“准则”将在年内达成。外交部对此有何评论？

Antara: At the conclusion of the ASEAN Summit last week, ASEAN called the need for a legally binding code of conduct (COC) in the South China Sea in accordance with international law, including the United Nations Convention on the Law of the Sea (UNCLOS) and even at a press conference following the summit, President Marcos expressed optimism that there would be a COC by year-end. Does the ministry have any comment on this? 

郭嘉昆：制定“南海行为准则”是落实《南海各方行为宣言》的重要举措，也是中国和东盟国家的重要共识，有利于各方更好管控分歧，促进合作，维护南海和平稳定。目前中方正同东盟国家就“准则”案文保持密切磋商，希望各方坚定目标，聚焦共识，排除干扰，争取早日达成“准则”。

Guo Jiakun: Formulating a code of conduct in the South China Sea (COC) is an important measure of implementing the Declaration on the Conduct of Parties in the South China Sea (DOC), and also an important agreement between China and ASEAN countries. It will help parties better manage differences, advance cooperation, and keep the South China Sea peaceful and stable. China is having close consultation with ASEAN countries on the text of the COC. We hope parties will stick to our shared goal, focus on common ground, resist disruptions, and strive to reach a COC at an early date.

新华社记者：俄罗斯总统普京在“5·9”胜利日庆典结束后的记者会上表示，俄中战略协作已成为遏制冲突、维护全球战略稳定的关键支柱。中方对此有何评论？

Xinhua News Agency: At the press conference after the Victory Day ceremonies, Russian President Putin underscored the importance of Russia-China strategic coordination, calling the interaction between Russia and China a key factor of restraint and stability. What is China’s comment?

郭嘉昆：中俄是新时代全面战略协作伙伴。近年来，在习近平主席和普京总统的战略引领下，中俄关系保持高水平发展，为变乱交织的世界注入强大稳定性。

Guo Jiakun: China and Russia are comprehensive strategic partners of coordination for a new era. Over recent years, under the strategic guidance of President Xi Jinping and President Vladimir Putin, bilateral relations have maintained robust development, providing important stability for a world undergoing changes and turbulence.

今年是中俄战略协作伙伴关系建立30周年、《中俄睦邻友好合作条约》签署25周年和“中俄教育年”启动之年，中俄关系发展迎来新的历史机遇。中方愿同俄方继续秉持永久睦邻友好、全面战略协作、互利合作共赢精神，不断加强各领域合作，推动构建更加公正合理的全球治理体系。

This year marks the 30th anniversary of the China-Russia strategic partnership of coordination, the 25th anniversary of the signing of the China-Russia Treaty of Good-Neighborliness and Friendly Cooperation, and the first year of the China-Russia Years of Education, which provides fresh opportunities for further advancing the China-Russia relationship. China stands ready to work with Russia to act in the spirit of ever-lasting good-neighborliness and friendship, comprehensive strategic coordination and mutually-beneficial cooperation, advance cooperation in various areas, and promote the building of a more just and equitable global governance system.

彭博社记者：据报道，特朗普总统拟就中国对伊朗政策向中方施压。外交部对此有何评论？

Bloomberg: We’ve reported that President Donald Trump is expected to press China over Beijing’s approach to Iran. Would the ministry like to comment on this?

郭嘉昆：关于伊朗局势，中方立场是一贯的，将继续为停火止战、劝和促谈发挥积极作用。

Guo Jiakun: China’s position on the Iran situation is consistent. We will continue playing a positive role in promoting peace talks and bringing about an end to the conflict.
