Europe’s top diplomats have been summoned to an emergency meeting in Brussels today after EU leaders called for sanctions against the Ukrainian government in response to a bloody crackdown that killed more than two dozen protesters.
The push for sanctions against Viktor Yanukovich, Ukraine’s president, and his allies marks a significant shift for the EU, which has so far insisted on a diplomatic response to the crisis. But it is not guaranteed the unanimous support required by the 28-member bloc, amid fears from some states that a harder approach could push the country closer to civil war.
Carl Bildt, Sweden’s foreign minister, said the tougher measures were needed now because Mr Yanukovich had “blood on his hands”. At least 26 people have died in the latest round of clashes between anti-government protesters and the Ukrainian authorities.
A group led by France and Poland will push for sanctions at an emergency meeting of foreign ministers in Brussels. Although they are backed by Germany and the Czech Republic, several countries, including Italy, the Netherlands and Finland, are reluctant to move quickly. Spain prefers a diplomatic solution to sanctions.
In Washington, President Barack Obama warned Kiev there would be consequences if violence continued, saying the Ukrainian military should not step into a situation that could be resolved by civilians.
White House officials said they would co-ordinate with the EU and use the threat of sanctions to influence events. “We would consider taking action against individuals who are responsible for acts of violence within Ukr-aine,” said Ben Rhodes, a dep-uty national security adviser.
Fran?ois Hollande, the French president, and Angela Merkel, Germany’s chancellor, called for sanctions against the “authors of violence” that could be stepped up if the bloodshed did not stop.
José Manuel Barroso, the European Commission president, issued his strongest condemnation yet, saying the EU would begin the process of sanctioning those responsible for the strife. “There are no circumstances that can legitimise or justify such scenes,” he said.
Mr Yanukovich appeared in no mood to compromise, warning opposition leaders backing the protest movement to “immediately dissociate themselves from radical forces which are provoking bloodshed”.
Diplomats in Brussels said it was not immediately clear whether the sanctions stretch beyond visa bans on politicians to include powerful businessmen with assets in western Europe, who are seen as bankrolling the president.
