The Obama administration and its European allies, surprised and encouraged by Hassan Rohani's Saturday election as Iran's next president, are planning to aggressively push for a resumption of negotiations with Tehran on its nuclear program by August in order to test his new government's positions, U.S. and European diplomats said.

The diplomacy between Iran and global powers, which is aimed at curbing Tehran's nuclear work, has been deadlocked for nearly a decade.

American and European officials said on Sunday that they believed Iran's overall nuclear policy would remain tightly controlled by Supreme Leader Ayatollah Ali Khamenei, who has refused to make any concessions during the past four years of talks that have involved Iran and the five permanent members of the United Nations Security Council plus Germany.

Still, Washington and Brussels are eager to quickly test whether Mr. Rohani's unexpected election could result in Mr. Khamenei softening his position on the nuclear file or scaling back Tehran's broader confrontation with the West.

Iran, along with Russia, is the most important backer of Syrian President Bashar al-Assad, whose government is subsumed in a broadening civil war with rebel groups that are backed by the U.S. and its Arab allies.

'The Supreme Leader is the ultimate decision maker on Iran's nuclear policy, and we do not anticipate these election results will alter that fact,' said a senior U.S. official. 'We have repeatedly said that we are ready to engage in substantive negotiations with Iran. ...The results of this election have not changed that.'

Iranian voters, as well as many of the presidential candidates, sharply criticized Tehran's handling of the nuclear issue during the campaign. They also blamed the government for a worsening economic crises that has been fueled by mounting U.S. and European sanctions enacted to try and force Tehran to make concessions on its nuclear program.

Mr. Rohani campaigned on ending Iran's international isolation and reinvigorating the Iranian economy. U.S. and European officials said his election could provide Mr. Khamenei with an opening to shift Tehran's course, if he desires to.
