The U.S. House of Representatives has narrowly passed Republican legislation to repeal and replace major parts of Barack Obama’s affordable healthcare act. It marks a major victory for President Trump, who previously suffered two galling defeats on his campaign pledged to scrap Obamacare. No Democrat voted for the bill, which now goes to the Senate.

The Somali minister killed by government troops on Wednesday, Abbas Abdullahi Siraji, has been buried in a state funeral. A bodyguard protecting the country’s Auditor-General opened fire at the minister’s car as it approached the presidential palace. An official suggested the officer mistook Mr. Abbas for a security threat.
