There are many phrases in English that we can use when we want to say that something is true most of the time but not all the time.

1. Ninety percent of the time...

2. Nine times out of ten...

（十有八九）

These phrases refer to numbers. These numbers are not literal.

例：

Ninety percent of the time I drink coffee for breakfast.

Nine times out of ten I catch the number 234 bus.

3. More often than not...

（多数情况下）

These refer to the high frequency of something being true.

例：

More often than not I am too busy to answer the phone.

4. As a rule (of thumb)...

（照例）

In the phrase a 'Rule of thumb' is a system of opinion that we use when it isn't possible to be precise.

例：

As a rule I don’t eat fast food, but today….

5. What normally happens is...

（一般的情况下）

This is followed by a sentence describing the normal event, occurrence or situation.

例：

What normally happens is we start the meeting and they join when they are free.

7. Generally speaking...

（总的来说）

Both are formal and can be used in official or scientific writing.例：

In general this company needs 5 – 7 working days to complete an order.

Generally speaking parking is for guests only.

The last two phrases are less formal but are used in some business correspondence.

例：

On the whole the booking is excellent.
