A larger-than-expected victory in Saturday's elections made former Prime Minister Nawaz Sharif Pakistan's next leader, shifting the balance of power away from the military that ousted him in 1999, and from the independent judiciary that removed another prime minister less than a year ago.
With 125 of the 269 parliament seats that were contested on Saturday going to Mr. Sharif's PML-N party, and another 31 secured by the independents who usually back the election's winner, the 63-year-old conservative politician should be able form the next government on his own, without the need for alliances with other large parties.
'Nawaz Sharif will have a strong government, so he can make his own policies,' said Wasim Sajjad, a former interim president of Pakistan who also served as chairman of the country's senate.
In an interview with The Wall Street Journal after the election, Mr. Sharif also said he was confident he would find an agreement with the U.S. on controversial issues, adding that 'The relationship with the U.S. was quite good when I was in power. I'd like to take this relationship further. We need to strengthen the relationship.'
He also offered an olive branch to neighboring Afghanistan, whose President Hamid Karzai has frequently accused Pakistan of sponsoring the Taliban insurgency in his country. 'We need good relations with Afghanistan. We have no intention to take any sides there,' Mr. Sharif said, adding that he would also seek warmer ties with India.
Saturday's election, with one of the highest turnouts in Pakistani history, at about 60%, despite Taliban threats and attacks, marked a milestone for the world's fifth-largest democracy, where unelected authorities--such as the army and the self-appointed judiciary--have often overruled democratic institutions. Mr. Sharif's government would be the first since the country's establishment in 1947 to succeed, through elections, another elected administration that had served a full term.
That administration, led by the Pakistan Peoples Party of President Asif Ali Zardari, was punished by the voters for the widespread corruption and economic stagnation of the past five years. The PPP, historically PML-N's main political rival, won in only 32 parliamentary races, mostly in its strongholds of the southern Sindh province. As the final votes were being counted on Sunday, it struggled for second place against Pakistan Tehreek-e-Insaf, the populist party of former cricket star Imran Khan that garnered 31 seats--but fell far short of unleashing a promised 'tsunami' that would upend Pakistani politics and clean up its graft.
It is because of these corruption allegations against the PPP that Pakistan's activist Supreme Court repeatedly interfered in the process of governance, dismissing Prime Minister Yousuf Raza Gilani last June.
The Supreme Court's chief justice, Iftikhar Muhammad Chaudhry, and the army chief of staff, Gen. Ashfaq Parvez Kayani, are both due to leave office this year--changes that would impact Mr. Sharif's ability to maneuver as he solidifies power.
The Supreme Court's chief justice, Iftikhar Muhammad Chaudhry, and the army chief of staff, Gen. Ashfaq Parvez Kayani, are both due to leave office this year--changes that would impact Mr. Sharif's ability to maneuver as he solidifies power.
In the interview, Mr. Sharif said he expected a smooth relationship with the army this time around.
'There is no problem with the military,' he said. 'I don't think the military is responsible for what Musharraf did--he did it in his personal capacity. The military should not be blamed for this.'
In the interview, Mr. Sharif said he would discuss with the U.S. American drone strikes against al Qaeda-affiliated militants in the tribal areas on the Afghan border. These drone strikes are highly unpopular in Pakistan, and a court in the city of Peshawar last week ordered the government to stop these attacks, describing them as 'war crimes.'
'These are the concerns that the Pakistani people have,' Mr. Sharif said when asked about the drone operations. 'We'll need to address these concerns. I'm very hopeful and confident about that.'
While Western diplomats are generally comfortable with Mr. Sharif's return to power, some analysts cautioned that his assurances shouldn't be taken at face value. On the campaign trail, Mr. Sharif refrained from criticizing the Taliban--and the Taliban, in return, didn't attack his party's rallies.
'Sharif ran a campaign that deliberately ignored the Pakistani Taliban, and tacitly has sent the message the cooperation with the U.S. should be limited,' said Anthony Cordesman, an expert at the Center for Strategic and International Studies in Washington. 'The initial indicators are the U.S.-Pakistani tensions won't get better and Pakistan's limited support of U.S. and Afghan efforts to deal with the Afghan Taliban will get worse.'
Though Mr. Sharif has indicated he supports negotiations with the Pakistani Taliban, who operate independently of the Afghan insurgents, these talks, if they ever take place, are unlikely to get very far or to force the Pakistani army to end operations against the militants, many Pakistani analysts say. Gen. Kayani warned in a speech in April that there should be no wavering in the war against the militant group, known as Tehrik-e-Taliban Pakistan.
'TTP wants to recraft Pakistan in their image or take over the state, and neither proposition is acceptable for the Pakistani electorate,' said Ali Dayan Hassan, Pakistan director for Human Rights Watch. 'So there will be a return to the inevitable confrontation between the TTP and the Pakistani state.'
Still, there was widespread optimism in Pakistan about Saturday's election, and about Mr. Sharif's victory.
'He'll certainly do better than the previous government because the previous government basically did nothing,' said Ahmed Bilal Mehboob, executive director of the PILDAT think tank in Islamabad.
'In the business community, there is optimism, there is big buoyancy,' said Sartaj Aziz, PML-N's senior vice president who served as finance minister in Mr. Sharif's two previous governments. 'Economic revival is our priority No. 1.'
