《环球时报》记者：据报道，巴拉圭总统培尼亚5月7日至10日窜台，8日在台北与赖清德举行会晤并签署多份“合作协议”。培妄称支持台“参与国际多边体系”，“国际社会应承认台湾”“台方不需要担心‘邦谊’生变”。“台巴友谊”体现在为巴拉圭人民带来的具体项目、投资和机遇中。中方对此有何评论？

Global Times: It is reported that President of Paraguay Santiago Peña visited Taiwan from May 7 to 10. He met with Lai Ching-te on May 8 in Taipei and signed several so-called “cooperation documents.” President Peña claimed that Paraguay supported Taiwan’s “participation in international multilateral systems,” “the international community should recognize Taiwan,” and Taiwan does not need to worry about changes in their bilateral ties. He added that the friendship between Taiwan and Paraguay is reflected in projects, investments and opportunities for the people of Paraguay. What’s your comment?

郭嘉昆：中方坚决反对、强烈谴责巴方有关行径。世界上只有一个中国，台湾是中国领土不可分割的一部分，一个中国原则是国际关系基本准则和国际社会普遍共识。长期以来，巴拉圭各界朋友不断发出发展对华关系的强烈呼声，根据巴拉圭国内民调显示，近九成巴拉圭民众支持中巴建交，这充分说明同中国建交符合巴拉圭人民根本和长远利益，与台湾当局沆瀣一气不得人心。巴方有关政治人物不仅对此充耳不闻，还冒天下之大不韪公然窜台为赖清德之流站台，甘当“台独”分裂势力的棋子，其究竟是为了巴拉圭人民的利益还是另有所图，相信明眼人都能看清。

Guo Jiakun: China firmly opposes and condemns such moves made by the Paraguayan side. There is but one China in the world, and Taiwan is an inalienable part of China’s territory. The one-China principle is a basic norm governing international relations and a prevailing consensus in the international community. Over the years, we have heard time and again the strong call of people from various sectors in Paraguay to develop relations with China. According to a poll in Paraguay, nearly 90 percent of the respondents supported establishing diplomatic ties with China. This fully demonstrates that establishing diplomatic relations with China serves the fundamental and long-term interests of the Paraguayan people, and that colluding with the Taiwan authorities wins no support. Relevant Paraguayan political figures not only turn a blind eye to it, but also blatantly visit Taiwan to endorse Lai Ching-te and his like in defiance of global criticism and willingly serve as chess pieces for “Taiwan independence” separatist forces. It’s apparent for all whether it is truly for the benefit of the Paraguayan people or for some ulterior motive.

我们敦促巴拉圭政府早日改弦更张、认清大势、顺应民意，作出承认一个中国原则的正确政治决断。历史的车轮不会等待任何国家。背离一个中国原则只会自绝于国际社会。

We urge the Paraguayan government to change course at an early date, see where the arc of history bends, follow their people’s will, and make the right political decision to recognize the one-China principle. The wheels of history wait for no one. Rejecting the one-China principle will only isolate oneself from the international community.

法新社记者：本周一，美国财政部以涉嫌自伊朗购买石油为由，对12家与伊朗有关联的个人和实体实施制裁，其中包括4家香港企业。中方对此有何回应？

AFP: On Monday, the U.S. Treasury Department sanctioned 12 Iran-linked individuals and entities, including four Hong Kong-based firms, over oil sales to China by Iran’s military. What is China’s response to this?

郭嘉昆：中方坚决反对没有国际法依据、未经联合国安理会授权的非法单边制裁，将坚定维护本国企业的正当合法权益。

Guo Jiakun: We stand firmly against illicit unilateral sanctions that have no basis in international law or the authorization of the UN Security Council. We will firmly protect Chinese businesses’ legitimate and lawful rights and interests.

路透社记者：美国总统特朗普昨日表示，将同中方讨论美对台军售和黎智英案。中方是否准备同美方讨论上述议题？

Reuters: U.S. President Trump said yesterday that he would discuss with the Chinese side the U.S. arms sales to Taiwan and about Jimmy Lai’s case. Is China prepared to engage on these topics with Trump? 

郭嘉昆：特朗普总统访华期间，两国元首将就事关中美关系以及世界和平与发展的重大问题深入交换意见。

Guo Jiakun: During President Trump’s visit to China, the two heads of state will have an in-depth exchange of views on major issues concerning China-U.S. relations and world peace and development.

中方反对美国向中国台湾地区出售武器的立场是一贯、明确的。关于黎智英案，中方此前已经多次阐明立场。

China’s firm opposition to U.S. arms sales to China’s Taiwan region is consistent and clear. As to the Lai Chee-ying case, China has made its position clear more than once.

路透社记者：美国上周五宣布对涉嫌向伊朗军工产业提供支持的企业实施制裁。随后美财政部昨日又以帮助将伊朗石油运往中国为由对相关企业实施制裁。美方这两轮制裁涉及中国内地和香港的实体。考虑到特朗普总统本周即将访华，中方对美方制裁有何回应？会否采取报复性措施？

Reuters: In addition to the U.S. sanctions announced last Friday against companies accused of aiding Iran’s weapons sector, the U.S. Treasury yesterday also sanctioned companies it said helped ship Iranian oil to China. The sanctions announced on Friday and yesterday affect Chinese and Hong Kong entities. What is China’s response to these coming so close to the Trump visit? Would China take retaliatory measures?

郭嘉昆：我刚才已经回答了相关问题。我们坚决反对没有国际法依据、未经联合国安理会授权的非法单边制裁，将采取坚定措施维护本国企业和公民的正当权益。对于伊朗战事，当务之急是全力避免战端重启，而不是恶意关联、抹黑中国。

Guo Jiakun: I just answered a related question. We stand firmly against illicit unilateral sanctions that have no basis in international law or the authorization of the UN Security Council. We will take resolute measures to protect the legitimate rights and interests of Chinese businesses and citizens. On the Iran conflict, the pressing priority now is to prevent by all means a relapse in fighting, rather than to throw mud at China.

路透社记者：本社从消息人士处获悉，白宫正寻求中方就购买美国大豆及其他农产品作出更大规模承诺。市场预计中国将购买更多谷物和肉类，但购买大豆的规模不会超过此前承诺。外交部对此有何评论？

Reuters: Reuters has learned from sources that the White House is seeking bigger agriculture commitments from China on soybeans and other farm products. The markets expect China to buy more grains and meat but they do not expect Beijing to buy more soybeans above the target cited by the White House. Does the ministry have any comment on this?

郭嘉昆：中美经贸关系的本质是互利共赢。双方应该共同落实好两国元首达成的重要共识，为中美经贸合作与世界经济注入更多稳定性。具体问题建议向中方主管部门询问。

Guo Jiakun: The China-U.S. economic and trade relations are mutually beneficial in nature. The two sides need to work together to deliver on the important common understandings between the two presidents, and provide greater stability for China-U.S. economic and trade cooperation and the global economy. On specifics, I’d refer you to competent authorities.

深圳卫视记者：日本首相高市早苗去年11月发表涉台言论至今，始终拒绝撤回。我们注意到，中方持续加大对日本“新型军国主义”的批评。与此同时，高市早苗和日本各层级官员一方面密集访问多个国家，解释日方“和平”立场。另一方面放宽出口杀伤性武器，放风推进修改和平宪法、修订安保三文件。而第三方国家似乎并不愿在中日之间选边站队，倾向于置身事外。请问中方如何看待相关国家的这种“中立态度”？

Shenzhen TV: Prime Minister of Japan Sanae Takaichi remains unwilling to retract what she said on Taiwan last November. We see that China has been amplifying criticism of Japan’s neo-militarism. Meanwhile, Sanae Takaichi and other Japanese officials have visited many countries in a short period of time to explain Japan’s “peaceful” stance, while easing restrictions on export of lethal weapons and planning to revise its pacifist Constitution and the three national security documents. Other countries, however, seem to be distancing themselves from the matter rather than pick sides between China and Japan. What’s China’s take on this tendency to stay “neutral” for relevant countries?

郭嘉昆：日本军国主义曾给亚太人民带来深重灾难。亚太各国当前的繁荣发展，得益于二战后国际秩序奠定的和平基础。不容忽视的现实是，日本右翼势力正在以实际的路线和行动加速破坏这一秩序、瓦解这一基础。日本“再军事化”这头“灰犀牛”正奔袭而来。很多国际专家学者和媒体都指出日本已经抛弃和平主义，正在经历战后最危险的军事安全政策转向，威胁地区和世界和平稳定。历史不能忘记，现实更不能无视，亚太各国应擦亮眼睛，共同抵制日本“新型军国主义”的妄动，共同维护赖以生存与发展的和平秩序。

Guo Jiakun: Japanese militarism inflicted untold suffering on people in the Asia Pacific. The prosperity enjoyed by Asia-Pacific countries rests on the peaceful foundation laid down by the post-WWII international order. But the reality that must not be ignored is that Japan’s right-wing forces are gearing up with an actual roadmap to tear apart that order and foundation, and the action has already begun. The “gray rhino” of Japan’s remilitarization is charging towards us. Many international experts, scholars and media reports have pointed to Japan’s abandonment of pacifism and most dangerous shift in military and security policy since WWII, which threatens peace and stability in the region and beyond. History shall not be forgotten. Reality shall not go unchecked. All Asia-Pacific countries need to stay clear-eyed and jointly reject Japanese neo-militarism to safeguard the order of peace on which all countries rely to live and thrive.

中阿卫视记者：以色列总理内塔尼亚胡在接受采访时表示，中国向伊朗提供了一定的支持，包括导弹零部件，他对此并不喜欢。请问中方对此有何评论？

China-Arab TV: Israeli Prime Minister Benjamin Netanyahu said in an interview that “he didn’t like it” that “China gave certain amount of support and particular components of missile manufacturing” to Iran. What’s your comment? 

郭嘉昆：中方已经多次表明立场。作为负责任大国，中国一贯严格履行应尽的国际义务，致力于止战促和，推动局势降温。我们反对没有事实依据的无端指责。

Guo Jiakun: We have made clear China’s position on multiple occasions. As a responsible major country, China always fulfills faithfully its due international obligations. We are committed to promoting deescalation and peace talks to bring about an end to the conflict. We oppose accusations that are not grounded on facts.

法新社记者：如果特朗普总统在本周同中国领导人的会谈中要求释放黎智英，中方是否会考虑？

AFP: Is China willing to consider Jimmy Lai’s release if Trump asks in talks with the Chinese side this week? 

郭嘉昆：黎智英是反中乱港事件的主要策划者和参与者。香港事务属于中国内政，中国中央政府坚定支持香港司法机关依法履职尽责。

Guo Jiakun: Lai Chee-ying is the principal mastermind and perpetrator behind the riots that shook Hong Kong. Hong Kong affairs are China’s internal affairs. The central government of China firmly supports the Hong Kong judicial authorities in performing duties in accordance with the law.
