The Russian government is braced for the country’s capital outflows to soar to $70bn in the first three months of this year as investors seek cover from the fallout of president Vladimir Putin’s annexation of Crimea.

Andrei Klepach, Russia’s deputy economy minister, said yesterday that outflows in the first quarter were expected to be closer to the top end of a $65bn-$70bn government estimate, as fears of tighter sanctions hit the economy.

俄罗斯经济发展部副部长安德烈•克列帕奇(Andrei Klepach)昨天表示，一季度资本流出规模将更接近政府估计的650亿-700亿美元区间的高点。目前各方担心制裁强化，给俄罗斯经济带来打击。

That would exceed the $63bn that flowed out of the country in all of last year and is higher than the $50bn figure mooted by Mr Putin’s economic adviser Alexei Kudrin just 10 days ago.

该数字将超越去年全年的资本流出——630亿美元，并高于普京经济顾问阿列克谢•库德林(Alexei Kudrin) 仅仅10天前提出的500亿美元。

Moscow’s warning came as world leaders called for Russia to be indefinitely suspended from the G8 group of nations. Ben Rhodes, deputy national security adviser to US president Barack Obama, said there was no need for the G7 to engage with Russia as long as the country was “flagrantly violating international law”.

Sergei Lavrov, Russian foreign minister, said Moscow would not cling to the G8, arguing that the forum was outdated and had been superseded by the G20, which includes emerging economies.

俄罗斯外长谢尔盖•拉夫罗夫(Sergei Lavrov)称，俄政府不会依附于G8。他辩称，该论坛已经过时，已被包含新兴国家的20国集团(G20)所取代。

On 20 March, Washington blacklisted 20 members of Mr Putin’s inner circle – including four oligarchs, and a bank with links to the country’s leadership. Mr Klepach said sanctions had not had a direct economic effect, but that worsening international relations were weighing on the economy.

“Capital outflow was already significant before this, and, of course, growing tensions and cooling relations make it even worse,” he added.

Meanwhile, German companies, one of the biggest sources of foreign direct investment in Russia, have started repatriating some of the profits accumulated in their Russian subsidiaries.
