中国重组农行以促进农村经济发展

China Targets Rural Economy

China has set in motion a plan to restructure its giant Agricultural Bank of China that could ultimately see the indebted 24,000-branch institution listed on a stock market, the latest sign Beijing is intent on strengthening its rural economy as other sectors falter.

Premier Wen Jiabao and China's cabinet, the State Council, approved a comprehensive plan to make the bank, which is now weighed down by bad loans, a commercial enterprise owned by stockholders instead of just the state, with a focus on the countryside.

No timetables or figures were released. A person familiar with the situation said the bank is in line to receive as much as $19 billion in state support.

The restructuring is the final chapter in a decadelong effort by Beijing to build a commercial banking industry from a group of state-owned banks known as the Big Four.

The bank was one of four institutions formed to help spur China's planned economy of 30 years ago into a market-based system, a process that ultimately left each bank deeply indebted, none more than the Agricultural Bank of China, the last of the four to remain fully state-owned. Uncollectible loans are generally thought to exceed 20% of all lending.

The bank's focus on China's hardscrabble countryside is sure to add challenges to maintaining high profitability. The country's vast interior has few of the big companies or wealthy residents that banks consider their most profitable customers.

News of support for the bank is among several announcements from Mr. Wen's government in a process to strengthen the rural economy.

On Sunday, a plan was announced that would make it easier for farmers to sublet, lease or transfer their land, potentially freeing land for more efficient farming and generating cash. Also this week, Beijing said it would raise the minimum purchase price for wheat by 15.3% and offer subsidies for the purchase of farm equipment.

The transformation into a stockholding company could be completed by year end, and it would include the injection of around $19 billion to help repair the bank's balance sheet, according to a person familiar with the matter. Ahead of a listing, the bank would be 50% owned by Central Huijin Investment Ltd., a unit of the sovereign wealth fund China Investment Corp., while the Ministry of Finance will retain 50%, the person said.

Beijing flagged plans to restructure the bank early this year. No listing is likely imminent, considering that the initial public offering of Bank of China in mid-2006 came about two and a half years after its restructuring into a shareholding enterprise.

政府周日公布的一项政策将使农民能够更加容易地转租、租赁和转让自己耕种的土地,从而有可能起到提高农业生产效率、为农民提供一个资金来源的作用。中国政府本周还宣布,将把小麦的最低收购价提高15.3%,并为购买农业设备提供补贴。

据一位知情人士说,中国农业银行的股份制改革有可能在今年年底前完成,为此政府将向农行注资约190亿美元,以改善该行的资产负债状况。这位人士说,中国农业银行上市前,其50%的股份将掌握在中央汇金投资有限责任公司(Central Huijin Investment Ltd.)手中,该公司是中国主权财富基金中国投资有限责任公司(China Investment Corp.)的子公司,另外50%的股份则掌握在财政部手中。
