According to the notice, Eason Chan’s FEAR and DREAMS World Tour Haikou stop received a one-off reward of RMB 1 million, while Jacky Cheung’s 60+ Concert Tour Haikou stop was granted RMB 500,000. This decision was not made arbitrarily, but was based on policy documents such as the Detailed Implementation Rules of Hainan Province on Supporting Large-scale Concerts, Music Festivals, and High-quality Performing Arts Productions, with comprehensive assessments grounded in quantifiable indicators including ticket sales volume and box office revenue.

According to the announcement, Eason Chan’s concert sold 38,800 tickets and generated box office revenue of RMB 67.4772 million, far exceeding the policy thresholds of 30,000 tickets and RMB 15 million, thereby qualifying for the RMB 1 million reward. Jacky Cheung’s concert sold 22,900 tickets and earned RMB 43.0345 million in revenue, meeting the criteria of 20,000 tickets and RMB 10 million, and thus received a RMB 500,000 reward. Both incentives were granted to the eligible organizing entities rather than the artists themselves. The policy framework clearly centers on metrics such as ticket sales, revenue scale, and the proportion of out-of-province audiences, with the aim of stimulating the broader cultural and tourism consumption chain through high-traffic performances.

Jacky Cheung’s concert similarly drove peak visitor flows to attractions such as Yongzhou Ancient City’s Sanjie Liangxiang and Qingxiu Mountain, with total consumption expected to exceed RMB 10 billion. This phenomenon of “one concert energizing an entire city” essentially reflects a culture-and-tourism strategy built around “celebrity-driven consumption,” where fan spending extends from tickets to accommodation, dining, transportation, shopping, and other sectors across the entire consumption chain, forming what is often described as “mobile GDP.” According to data from the China Association of Performing Arts, concert ticket spending has a local consumption multiplier of 1:4.8, meaning every yuan spent on tickets can generate 4.8 yuan in related consumption.

Supporters argue that cultural and tourism integration requires top-tier performers to attract traffic, and that using relatively small fiscal inputs to generate significant economic returns aligns with market principles. Critics, however, question the appropriateness of using public funds to subsidize already high-earning stars, with some even asking why the money should not be returned directly to audiences. In response, Hainan’s cultural and tourism authorities emphasized that the incentives were not the result of arbitrary decision-making, but rather stemmed from carefully designed eligibility thresholds—such as ticket volume, revenue scale, and out-of-province audience share—to ensure policy precision. At its core, the policy represents public financial support for the high-quality development of the cultural and tourism industry, rather than a simple act of “handing out cash.”

From a broader policy perspective, such incentive mechanisms are by no means unique to Hainan. Since 2024, Shanghai, Zhejiang, Fujian, Hubei, and other regions have introduced similar measures. Zhejiang Province, for instance, offers rewards of up to RMB 1 million for high-quality performance projects that achieve cumulative ticket sales of over 100,000, box office revenue exceeding RMB 80 million, and an out-of-province audience share above 70 percent. Sanya has gone further by adding municipal-level incentives: concerts held at Bailu Stadium that sell over 10,000 tickets can receive a RMB 1 million reward, with an additional RMB 100,000 granted for every extra 2,000 tickets sold, up to a maximum of RMB 1.5 million.

从政策实践看,此类激励并非海南独创。2024年以来,上海、浙江、福建、湖北等地均出台类似措施,其中浙江省对优质演出项目最高奖励达100万元,要求累计售票超10万人次、收入超8000万元且省外观众占比超70%。三亚市更叠加市级奖励,在白鹭体育场举办演唱会累计售票超1万人次即奖100万元,每增加2000人次递增10万元,最高150万元。

The calculus behind local governments’ actions is clear: by leveraging policy incentives to attract headline performances, they seek to rapidly concentrate foot traffic through celebrity appeal, thereby stimulating related sectors such as accommodation, dining, transportation, and retail, and ultimately converting “traffic” into tangible economic value. However, as these policies gain popularity, there is also a need to guard against well-intentioned measures being poorly implemented. Experts caution that incentive schemes must be subject to rigorous review to avoid overly simplistic, box-office-driven subsidies, while also strengthening transparency in fund allocation to ensure that public finances genuinely serve the upgrading of the cultural and tourism industry.

地方政府的“算盘”清晰可见:通过政策杠杆吸引头部演出落地,利用明星效应快速聚集人气,进而带动住宿、餐饮、交通、零售等关联产业,实现“流量变现”。但政策走红背后,也需警惕“一本好经被念歪”。专家提醒,激励政策需严把审核关,避免“唯票房论”导致粗放式补贴,同时应强化资金使用透明度,确保公共财政真正服务于文旅产业升级。

Hainan has already signaled its next steps. By 2026, additional layered policies are expected, with extra incentives for “first-show premieres” and performances held during the tourism off-season from April to September. This adjustment suggests a shift in policy orientation from a focus on scale toward an emphasis on quality, using differentiated incentives to guide the market toward higher-quality and more sustainable cultural and tourism offerings. After all, the celebrity effect is inherently temporary; only by anchoring development in high-quality content can the goal of “one concert leaving a lasting legacy for a city” truly be achieved.

当前,海南已释放信号:2026年将出台更多叠加政策,对“首演首秀”项目、旅游淡季(4月至9月)举办的演出给予额外奖励。这一调整显示,政策设计正从“规模导向”转向“质量导向”,试图通过差异化激励引导市场提供更优质、更可持续的文旅产品。毕竟,明星效应终有期限,唯有以优质内容为核心,才能真正实现“一场演出留下一座城”的长效发展。
